"I, the Daimyo, hereby declare the 42nd Grand Council to Begin!"

I heard my father declare the start of the council as everyone turned silent and kept rapt attention at the proceedings.

One of the advisors, who was secretly my clone, stepped forward and bowed to my father.

It was tradition to bow and get permission, before he could read out the issues that were to be brought up during this gathering.

My father nodded at the advisor and gave him permission to proceed.

"You may begin."

And he did.

The first few topics were mainly to state the current situation of the Nation.

About the growth of population, industry, business, agriculture and new projects which were currently running.

It was done so to provide all those present with a clear picture of the current state of the Nation. It also provided everyone a source to feel proud of.

And finally it also had the function of giving merit to the individuals or families that invested, worked or were in the forefront of these improvements.

And funnily enough…

Most of the credits were under one name.

Mine.

"And because of the treaty we have with the Land of Spring, the railway system already has a prototype under observation. Starting from Sakura Town and running all the way to Tanzaku Quarters.

For the time being the results have been satisfactory, and from what our engineers have calculated it seems like we should be able to develop a country wide rail-road in 3 years.

And it should connect all the important towns, harbors and ports." Finished the advisor.

My father seemed please as he glanced at me, "And to whom does this great merit go to? This is truly invaluable to our Nation."

The advisor paused for dramatic effect and stated, "It was a treaty brought to us by Mitsu-Oujisama."

Most nobles already knew all this, but still they were giving me different looks.

But they didn't really matter.

I did this for my country and for my future.

Although seeing my mother, sister and second brother's appreciative smile made all efforts worth it.

I felt satisfied.

Watching my plans and work coming to fruition, being a part of the rapid development of my country and people, and finally being appreciated by my loved ones made me one happy guy.

Though, a sneer from my side kind of ruined the moment.

'Of course it had to be you…' I thought with a sigh inside my head.

"Is something wrong, Yashiro?" I asked with a bored tone.

"Hmph. Call me crown prince! And don't get too comfortable with this achievement, boy. Soon everyone will know what kind of traitor you are." Yashiro stated his nonsense.

But he wasn't quiet about it.

He made sure everyone would hear his words.

I have no idea what he was trying to do… I mean… Really, bruh?

But if this was his plan for getting one over me…. I have nothing to say really…

Anyway moving on,

Everyone heard Yashiro, but ignored the disturbance.

My brother's supporters were silent as well, which confused Yashiro a lot. I think that he expected his supporters to raise some sort of commotion to trap me.

And honestly, that was exactly what they would have done, if they hadn't learned about all my merits earlier.

Even the most stubborn and stupid ones understood the simple fact, 'Mess with Kaneko Mitsu, and you will have a cactus up where the sun don't shine.'

So all of them kept quiet, much to Yashiro's annoyance and worry.

My father only harrumphed and told the advisor to continue.

After that, the advisor started calling out the issues that occurred.

Thankfully there weren't many, and most of the issues were with other villages or about independent groups of missing ninjas, bounty hunters and bandits.

Next came the portion about law changes.

Here there was a long discussion and voting from the nobles to pass different laws, or abolish old ones.

Most of the changes that were requested, were submitted by me. They had full descriptions of the changes, the reason and also recommendations from high officials.

And most of the nobles directly voted to support the changes.

Even the newer laws were easily accepted.

Among the newer laws, the most prominent was making primary education compulsory.

If it was a few years ago, all the nobles would have denied it.

But with the provided reasons and the benefits, and most importantly, seeing it was proposed by me, the nobles directly agreed.

Although there were many who were skeptical. But after the advisor provided a concrete plan of funding, management, the opportunity of new jobs and the overall benefits to society, they had no complaints.

After that, the laws were smooth sailing.

Some new taxes were added, while useless ones were removed or reduced.

After that there were some changes in the international relations act, some civil rights laws, the rights of knowledge and a few others which will impact the nation as a whole.

"So after this short description, those who support the passing of, 'Women can take official examination.' Please raise your hands." The advisor called out.

I could hear a sneer from Tsunade-Neechan, as in the Ninja society, anyone, whether male or female could become Hokage or receive any of the higher official positions, as it was a meritocracy system.

But in the civilian system, where a few years ago, only noble scions were allowed to join the administration site, letting women become officials never even crossed their minds.

And they had no idea, how many brilliant minds they were neglecting, while letting idiotic flower pants become high officials.

Honestly, if there was no Ninja village in this world, the society would have been a lot far behind in the hands of these idiots.

But I digress, I raised my hand, as did most of the nobles behind me.

Some had doubts about women empowerment, but they were the minority, so this law was passed as well.

And with the final law out of the way, a break of 2 hours was given, as the council will regather after lunch.

'Well, I guess I should go and check if everything is ready then.' I thought as I got up.

But I felt a headache coming.

It was Yashiro…

"Hmph. Those idiotic ideas must have surely come out of your head, boy." He scrunched his nose as he glared at me.

"Well, you know what they say. You can't get ideas out of empty heads, Yashiro. So of course the ideas didn't come out of your head." I answered happily.

"Why you lit-"

But before Yashiro could say anything, Mashiro stepped in between us.

"Yashiro… You should go…" He glared at Yashiro, coming to my… Rescue? Wew…

Yashiro sneered and gave me one last glare before walking away with his retainers.

I watched him go and felt pity.

'Sigh… How did he turn out like that? We are from the same parents… And look at Mashiro and Hakune… Sigh…'

But Mashiro broke me out of my reverie.

"Don't let him bother you, Mitsu. Don't worry, as you saw, most of the nobles will support you. Even his own supporters could only shut up when he wanted to cause a scene." Mashiro reassured me.

"Brother, you don't have to worry about me. Yashiro doesn't really scare me."

He smiled at my answer and made a bit of small talk before he walked away with his friends and retainers.

I watched them go before I spoke softly,

"Everything in place?"

"Yes." Came Fuzzy's voice.

"Good."

2 hours quickly passed, and the council gathered once more.

The nobles were excited, as according to the schedule, new nobles were going to be conferred.

Actually, this section of the council was for both conferring titles or abolishing them.

But abolishing a noble family is easier said than done.

You can't remove a noble family unless they had done something irredeemable.

Like treason.

So usually, unless during war, noble families are never abolished. So the current nobles weren't even considering abolishment.

They were softly discussing with others about possible new additions to the noble circle.

As many people with high merits were present among them, and many of them made the cut.

But when the advisor started speaking…

Everyone turned deathly silent.

"For the first issue of this section. Nakamura Clan's Clan head, please step forward and hear your charges!"

""?!!!""

Everyone was stunned.

And I had a soft grin at their reactions.

Well, their surprise was understandable.

After all…

Who was the Nakamura Clan's Head?

He was the head of one of the great noble families of the capital, the head of the second most ancient family of the land of fire, and… the Father-in-law of the Crown Prince, Yashiro!
