2nd of August, Year 78

Council Room, Hokage Tower

[General]

.

"This is really worrying…"

Sounded the voice of the old third Hokage in the council room.

*Thud*

Raikage A kicked his leg under the table as he shouted, "Worrying? WORRYING? THEY ATTACKED MY VILLAGE! THEY KILLED HUNDREDS OF MY NINJAS! AND THEY HAD TAKEN MY JINCHURIKI! THIS IS NOT TROUBLESOME! THIS IS A BLATANT PROVOCATION OF WAR!"

A had really lost a lot recently, and he was clearly upset, so no one stopped his outburst.

"Sigh… Raikage-dono… You weren't the only one who was attacked…" Sarutobi continued.

"All villages that harbored a Jinchuriki were attacked."

"Except Konoha you mean…" Onoki sneered.

Hiruzen sighed and didn't bother to argue with the old man, and instead continued.

"They took the chance of all of you being outside the village to act… I am very sure they had planned this for a long time…"

Hearing that, everyone's mood turned somber and cold.

This was a blatant provocation.

Akatasuki had gone too far. Way beyond the tolerance.

"At least… We know what they had planned for so long…" Mizukage Mei said to bring the mood up.

"Not really. We only know what they are after. But we have no idea on what they are actually planning to do with them." Replied the Kazekage.

"All is not lost! Thankfully, due to the Chunin exams, we have 3 Jinchurikis safe from the Akatsuki. All we have to do is properly guard the 3 and help train them, while we find out where those rats are hiding!" Tsunade added.

A sneered again and asked, "I am quite sure Konoha has quite a bit of information on the Akatsuki… Why aren't you sharing them?"

"Who said we aren't sharing that info?" Tsunade gave him a blank stare before she continued, "We are waiting for Mitsu to arrive."

"I get that he is a prince… I get that he is a strong kid, and he is important. But why the hell do we have to wait for him? He can learn of it later!"

A was really pissed about the whole situation.

But before he could say more, he felt 4 cold glares from the Konoha side.

"Raikage-dono, I know that you are very anxious about the whole thing, but just know this, Kaneko Mitsu has a lot of says in Konoha's affairs." Tsunade stated.

Not only was Mitsu strong, he had the legendary Wood Release, and was also in control of 3 S rank Ninjas. He also had the support of all 4 great noble clans and the bigger Ninja clans.

This made him a very important person when Konoha's interests were in concern.

A shut up, as he knew that the Prince of Fire country was really important, and he didn't want to get in an argument over that right now.

But before anyone else could add anything more, the doors to the council room opened.

"Ah! Looks like everyone is already here. Sorry to keep you all waiting. But what is so important that it couldn't wait for another day?" Mitsu asked as he sat down.

The other Kages kept their eyes on Mitsu, but didn't say anything. They were judging his reaction.

'No way in hell, he doesn't know about the attacks!' Mei thought in her head.

She knew Mitsu better than the other Kages after all.

Tsunade was thinking the same, as she had sent Fuse out with the info. But seeing that Mitsu wanted to act oblivious, she didn't call him out in front of the guests.

"Shisui, give him the report. Take a look yourself." Tsunade responded.

Mitsu raised a brow before taking the file. He started reading casually.

He knew everyone was gauging his reactions.

Soon everyone saw that Mitsu's casual reaction was changed slightly, as his brows were raised a minute amount.

But as he read on, his eyes started getting sharper and more focused.

And by the time he finished reading, his back was straight as a sword, and his gaze was serious.

"They have crossed the line…" He muttered, as the file in his hand was destroyed by fire.

A blatant display of his fire element mastery, which the Kages took mental note of.

Hiruzen sighed, "They really did… So many people… Sigh."

He truly felt his heartache, after learning about this incident.

Hiruzen himself shuddered when he thought about what would have happened if it was Konoha instead.

He was really thankful to whatever God was watching over, for that didn't happen.

"This is a blatant declaration of war… Are they that confident?" Mitsu asked.

"If they dare to attack 4 of the 5 great nations, then they very much are!" Onoki replied.

"No…if they were… they would have attacked Konoha together, instead of the other villages..." Mitsu replied after thinking for a second.

That made everyone turn serious.

Indeed!

If they were not afraid, they would have attacked all the Kages at the same time when they were in the same place…

"The only reason they attacked the villages when the Kages were away, was because they wanted something specific, and didn't want to take a risk." Mitsu added.

"Jinchurikis… and reduce the number of elites… They are trying to weaken us!" The Kazekage interjected.

"Yes. But they seem to have some obsession with the Jinchurikis, as they didn't kill them and instead kidnapped them. They must need something from the Jinchurikis."

Everyone looked at one another and kept their attention on Mitsu as he continued.

"If that's the case, the remaining Jinchurikis aren't safe! We need to hide them and keep them away from any specific village." Mitsu finished.

"You are afraid that they might attack wherever the Jinchurikis are staying, yes?" Onoki asked.

To that, Mitsu nodded.

"Sigh…" The old man felt really bitter about all this.

"So, they have 6 of the Jinchurikis?" A asked, seriously.

"No. They should have 5 at most." Mitsu replied calmly.

"Indeed, the Jinchurikis of 1, 8 and 9 tails are currently here on Konoha. And the 3 Tails hasn't appeared since Yagura-sama was killed by Mitsu-sama."

This made a lot of people look at Mitsu with shock.

"YOU KILLED YAGURA?" Onoki lost his cool.

It was common knowledge that Yagura was killed, but not many knew that it was Mitsu who killed him. After all, he was barely 10 at that time.

"Sheesh, old man… Can you shout any louder?" Mitsu rubbed his ear dramatically, before he grinned, "Nah, he wasn't that tough, he was being controlled and didn't have any rationality."

'And yet he killed so many of our elites…' Mei thought bitterly, but didn't comment.

The others were dumbfounded.

But before they could say anymore, Mitsu started talking again,

"Well, that is not important. What is actually important is to train the 2 younger Jinchurikis in secret, and have them separated from the villages and each other.

Also, we apparently need to tell Naruto that he is a Jinchuriki…" Mitsu added that casually.

"YOU MEAN MINATO'S BRAT IS ALSO THE JINCHURIKI? What is the matter with you tree huggers! Isn't he the hero's child?!" Onoki seemed offended.

He knew how harsh the life of a Jinchuriki was, as Han was a distant relative of his.

Even though he hated the Yellow Flash with all his might, but he also respected the man as a great Ninja. So, seeing that figure's child bearing such a burden…

"Naruto-kun is also an Uzumaki. So, he was the perfect vessel to contain the Kyuubi. But it was also the fourth's will and his own seal that made his son the Jinchuriki…" Hiruzen added with a sad sigh.

"Yes, Naruto had a harsh early childhood. But I did my best to help him go through it. And now he is turning into a great Ninja, as you all have seen recently. I believe it's time to let him know." Mitsu added.

This time Tsunade interjected, "So what is our plan of action?"

Everyone instinctively looked at Mitsu.

Unknown to them, they felt it was natural.

It was not just Mitsu's prestige and strength, but also his sheer aura that made people look at him.

Something he gained after getting really strong and taking so many skills that radiate the impression of a leader.

Mitsu looked at everyone in the room, before he said carefully,

"First thing first, we let the people know about the terrorist organization, but tell them that they are already being hunted. We don't need to share too much information about them, but we can't keep them in the dark, or they will start to panic and might start migrating.

Then, we will decide a good teacher and a few ANBUs to accompany each of the Jinchurikis and send them on a training trip, all over the nations.

They can't have a fixed schedule and need to move from one place to the next spontaneously.

We will also start rumors of their sightings in different places, to confuse the Akatsuki even more.

And during this training trip, hopefully the kids will be strong enough to match any of the Akatsuki pursuers and keep the villages safe."

Everyone agreed with the plan. It was a good plan after all.

Then Mitsu turned serious,

"Next, we need to talk about Akatsuki.

As you all might know, the Akatsuki was basically a mercenary organization, made by missing Ninjas.

They took jobs from different nations and finished them for the money, like any other mercenary corps.

Some of you even had used their services yourselves." This time Mitsu looked at A and Onoki, making them shift uncomfortably.

He didn't call them out and continued,

"So, you all know that they are made out of S rank missing ninjas.

Konoha indeed has some information on them, as we had been hunting their whereabouts since a team of Akatsuki had attacked me, twice!

We will share that information with all of you."

This made the other Kages raise a brow, before Mitsu continued,

"But there is one condition."

They looked at each other and nodded at Mitsu, accepting the unspoken condition.

"The condition is simple, we will hunt the organization together. All of us, utilizing our resources properly. The Akatsuki clearly has some big plans, and they had even dared to attack 4 of the 5 great villages.

That's a blatant provocation. We can't let them grow and gain momentum. I suggest, we hunt them down with haste."

That was something everyone of them agreed with.

After all, an organization containing so many S ranked Missing Ninjas was indeed worrying.

"Konoha already has some information, and we will share them with you all, I suggest we create a tracking and assault team filled with elites and attack them at their base.

After all, we need S ranks to fight with the S ranks!

And I suggest you all to pick Shisui as the leader of the operation."

With that, he finished his short speech.

His terms were reasonable, though they did ask about Jiraya and his involvement in the operation, but Tsunade told them that Jiraya was going to be Naruto's mentor and take him around.

So, at the end, a team was shortlisted, and Uchiha Shisui was chosen as the leader. Their main job was to find out about Akatsuki's whereabouts and hunt all their members, dead or alive!

Itachi and Fuse were also chosen to be part of the team.

After all that was concluded,

The Kages all took their leave, as they wanted to get back to their villages as soon as possible.

They had to take care of the mess the Akatsuki had left behind.

Only Tsunade, Hiruzen and Mitsu were left in the room.

"Sigh… What a mess…" Tsunade groaned.

"Those rats are really something… Even I am speechless." Mitsu interjected as he played with a pen.

"We still don't really know the exact location of their hideout. We only know that it's somewhere near Ame." Tsunade said exasperatedly.

"That's enough for the infiltration and tracking team to go by.

But until they find the rats, we need to protect the Jinchurikis, and also look for the big turtle. It's almost time for it to show up." Mitsu said meaningfully.

"Sigh… But that's not all." Tsunade frowned.

"Hmm?" Mitsu was surprised.

'Was there something else?' He thought.

"Did you forget? Your father called for the Konoha Grand Council to sit in 3 days?" Tsunade snorted.

"Oh right… Meh, that's not really important." Mitsu didn't seem to care, as he chuckled.

"You know it's mainly for you? Your brother and his supporting nobles are pushing this. They want to either engage you to that girl or push you to be the Senju heir. They also want you to hand over some of your power to the nobles."

"And they will get none of the satisfaction." Mitsu chuckled.

Tsunade smiled as well. As she already knew of some of the things that Mitsu had planned for the grand council.

The Grand Council are the people who govern the civilian side of things with the Daimyo. They put laws and discuss new laws, appoint new nobles, handle territory and even the succession of the dynasty if needed.

It was mandatory for all noble clans to participate, whether they were Ninja or civilian.

After all, it involved the whole Land of Fire.

"Welp, anyway, I have a request." Mitsu got up and looked at Tsunade and Hiruzen.

"And what would that be?" Tsunade asked with a raised brow.

"I want to be there when we tell Naruto of his origins and his status as a Jinchuriki." He requested.

Tsunade turned quiet.

But didn't deny the boy. As she knew how important he was to Naruto.

"Very well… We will tell him tomorrow. I will send for you when it's time."

"Alright. See you soon, Neechan! Bye Gramps!" Mitsu waved with a smile, as he walked away.

The teacher and student pair sat on their chairs and stared at his back intently.

They could only sigh, and hope everything will go smoothly when it's time…
