The plan involved passing the mantle to Kakashi, who would then take Naruto as his disciple, paving the way for Naruto to inherit the position.
However, the unfolding events had deviated from this envisioned path, leaving the future of Konoha uncertain and veering into uncharted territory.

On the other side, as the The Hokage order was relayed, many Jōnin who were unaware of the situation quickly gathered. Led by the captain of the Jōnin class, Nara Shikuhisa, they rushed to Naruto's home.
Unbeknownst to them, Naruto had already departed from Konoha Village and left the territory of the Land of Fire.
Don't blame the The Hokage for the misjudgment, as Naruto was unaware of the surveillance cameras hidden in the shadows, pretending to be oblivious.
When a man knocked on the door, Naruto walked out in pajamas, looking embarrassed.
"What's the matter? Hasn't he already left?"

The Jōnin exchanged glances but didn't immediately act.
These Jōnin were not yet the mainstays of Hatake Kakashi's generation. Almost everyone present knew Naruto's identity.
Why the sudden urge to apprehend the Fourth Hokage's child? Wasn't he the son of a hero?
Was it due to The Hokage perpetual confusion?
Nevertheless, Ensui issued the order: "Go on."
