TL;DR: I have mixed feelings about this one. Almost needs to be called Jin the copyright ninja. Story timeline is screwy so you're better off considering it a parallel universe (that's what I did). For a Naruto fanfic it's pretty average. Writing quality is not bad as usual some grammar and misspellings but I have to say it reads pretty well. I have definitely read worst novels grammar wise. Stability of chapters will always get a 3 for me unless it breaks a certain amount of chapters. Story Development is pretty well paced mostly because ninjas start so early so the action comes fairly quickly. The fight scenes are also not bad. Like I said before you would be better off considering this a parallel to the real Naruto rather than actual Naruto. I like that there is some mystery and the larger plot definitely seems interesting. Character Design... I'm not sure how to feel really. It kind of frustrates me to see him take others moves before they're even born. Novels like these where you have an OC I always like to see what cool and incredible move the author can come up with. Spoiler** I actually felt some disgust when he took Kakashi's move and gave it to his clan like he made it.** World background is exactly what it is... Naruto Parallel world. Honestly I don't fault the author, but coming up with your own moves is the basis of a good OC. When I see an OC in a Naruto fanfic I expect him to learn moves from his teacher and come up with new (exciting) moves. Not steal moves from unborn children. The characters may not know but everyone who reads this will know that this MC is more of a copycat than the copycat ninja himself.
Good novel, will start investing my stones on this, Put tsunade and the mc together, they are on the same age and tsunade is a senjuu, imagine the kids of them, maybe even able to have the eternal mangekyou without the need to transplant eyes, or even able to awake the rinnegan. Make him have half the kyuubi or get him take the 8 tails from kumogakure in the upcoming war.
I like that someone dares to make a fan fiction of naruto a generation before the birth of the protagonist, also the clan uchiha is my favorite. You're not the first to do it, there was one on fanfiction.net and it was also in the uchiha clan, if anyone knows what fanfic I mean by favol tell me, I'd like to see if the author continued the story.

I'll admit at first I was suspicious of ANOTHER Uchiha fan-fic. They're built for plot-armor and all you need is a small vendetta to get the OP story rolling. But this gave me a nice surprise. Toxin has genuine love for the original while trying to build their own and I appreciate the fun and effort put into the story.
