This Lich was able to break so many of layers of their defenses and then force its way into the city without sustaining any damage. Having lost their gear from all their deaths, the Tier 4 and Tier 5 players in the city were unable to retaliate effectively. All they could do was to create a physical barrier using their bodies to stall the damn thing.
