Kishimoto and Sudaka were taken away by the police, the Commissioner-General, Teruyuki Tanzawa, supervised the process personally, he was a man with short gray hair and a serious face, few men were as honorable and law-abiding as him.

He gestured for them to seat down at one of the sofas in his office and said. "Morikawa Satoshi, Duncan Endrik, and Scooter Abernathy, as always you did an exceptional job, are you sure you don't want to formally enter the police? You all know that I have been planning to bring changes to the police, you guys could be the first generation of new police officers if you accepted."

Satoshi shook his head and brought a cigarette to his mouth. "You know I can't do that, the only reason I took this job of bounty hunter was that the military kicked me out of my squad, I won't enter the police and keep controlling my quirks every time, Killing the bad guys is what I'm really good at."

Scooter laughed at his words and replied. "Well, wherever the boss goes I just follow behind."

They turned to look at Duncan who was quiet all the time, they wanted to know his answer. "I'm not sure about what I'm going to do in the future, you should be aware of my circumstances, I'll have to enter a hero course and study for three years before being officially permitted to work with anything related to using quirks."

The Commissioner-General thought for a moment as he looked at him, he then took a form and gave it to Duncan. "Do you know what is this?" Hearing his words, Duncan turned to look at it and after a few seconds, he said. "Military level letter of recommendation."

"Duncan, I stored this letter hoping to give it to my son when I was the general of Japan self-defense force, but he died in the hands of a bastard before he could even get to your age..." Duncan and the others didn't know what to say, they more or less knew of his past, he was a man who felt personally what it meant to lose everything you cared for because of this madness around the world, both his son and wife were murdered and there was nothing he could do about it although he was once one of the highest-ranking officers of the military.

"Even though you are still a boy, I know that you understand pretty well what it means to lose everything, I can see in your eyes, we are twin brothers bound by tragedies." Hearing those words, Duncan's face became sharp and more serious as he listed to the Commissioner, Satoshi and Scooter were the ones with shocked faces, they never noticed anything.

"How do you know that?" Hearing Ducan's icy words, he snorted.

"How else? My quirk boy is the perfect tool for interrogations, I can more or less read a person and get some information about them, I can feel your pain and your loss, I know you have lost someone important to you and also had your hands tied."

Duncan took the letter and stood up, he opened the door but before he closed it he said. "I will consider it, but I can not promise anything."

They just stared at his back as he left, Satoshi sighed and looked at the Commissioner with a raised eyebrow. "You sure you want him in your team? This guy doesn't even care about the law, he killed more than any of us and is always... playing... with them, some people just ask us to die before even getting to the police force, even though they know they will die once everything is prepared."

Scooter nodded with his words, it was like earlier when he left Sudaka and Kishimoto in the same cage.

"I like him, Duncan has this medieval sense of justice, he treats those criminals as the demons they are, which is something that almost no one dares to do nowadays." The commissioner clenched his fists. "I trust he would do a good job for us, I don't want his talents wasted with that useless hero association, once All Might retires this country will enter a new era of chaos, and people like him and you bounty hunters are the ones who will cleanse the streets..."

He took a sip of the cup filled with bourbon on his desk. "You may leave now, your payment was sent to your bank accounts."

Seating in his chair, he together with Hound Dog and All Might, was discussing a matter worth of concern.

"Nezu... are you sure about this?" Hound Dog's was the first to speak, he was concerned over the possible new addition to the school. "Look at the profile of this Duncan, he... he even killed before, there is no way this is going to work."

"I know you have concerns, but we don't have any choice, you know that we can't refuse this sort of letter of recommendation, we will even have to increase the number of spots allowed to class A because of this. Besides, I have already spoken with the person who recommended him, and he said it was alright, this Duncan isn't a boy without experience that didn't behave."

"And who is the person who recommended him?" All Might asked with a concerned gaze, his skinny body sweating the whole time.

"It was the police force Commissioner-General, Teruyuki-San."

Hearing Nezu's words, both of them calmed down a little but they still weren't sure if this was a good decision... This is probably the first time a former bounty hunter will study in a hero course.

Nezu smiled and gave a copy of his profile to both of them. "I hope you can guide him to the right path, if something happens later, just report to me, and we will deal with the situation accordingly."
