They were pretty soon joined by Amanda waller who proposed that her team should be given high level task because they are capable enough. Suddenly Maria hill barges in and informs fury that they have got Gamma signature similar to hulk in Washington but its neither hulk nor Abomination. When they were thinking on what to do, General Ross came by and proposed another team of his own. Namely, The Thunderbolts. Fury himself, in the heat of the moment proposed a new team that will be directly working under him. It was dependent on how each team performs so that they can get a bigger budget from the GDP. These Gamma waves were coming from a College lab where a boy named Amadeus had performed an experiment along with a friend in which they were recreating Dr. Banner's Hulk but instead created Serum that enhances your physical and mental Strength. While on one hand 3 of the best team of governments were being enhanced, Hydra sent their best, in this universe Steve had his arm ripped off and became the Winter Soldier but in this universe both of his arms were ripped so he has 2 metal arms. Winter Soldier blew up the Atlantic embassy and thus Atooma and King Arthur joined their forces and announced an official war to take place next week because both of them were having their wives in the embassy. This information was not leaked to the general public and thus only SHIELD and US army knew about it. Hydra's new HQ were in Germany and New Jersey but SHIELD has no idea about it. Hydra was after the Infinity stones. They were doing it for a power above them. A stronger force. Waller got the information about the HQ of Germany and thus a New suicide squad was launched. Thunderbolts consisted of Abomination, John Walker, Yelena( sister to Natasha), Eddie Brock (who was no longer a reporter but host to Venom was recruited as a member of Thunderbolt) were sent to New Jersey. SHIELD's new team included Spiderman, Squirrel girl, Luke cage, Amadeus and Danny( Iron fist) who was searching for Winter Soldier to take him down
