The inspiration for Mark's idea of this solution actually came from a "Spider-Man" movie he had watched in his previous life.
In the movie, Norman Osborn, an executive of OsCorp, used this atomization inhalation technique when testing the human enhancement serum on himself, resulting in his transformation into the Green Goblin.
This technique proved to be effective, evident from his successful transformation into the Green Goblin.
Furthermore, based on Mark's analysis, although the movie didn't explicitly mention the reason for Osborn and the military cooperating on this project, it was highly likely that they wanted to replicate the Super Soldier Serum, which had previously created the superhero Captain Steve Rogers.
In the end, Norman Osborn's research was successful because the Super Soldier Serum was originally designed to enhance the user's physical and mental abilities, both of which were clearly observed in his transformation into the Green Goblin.
Unfortunately, Norman Osborn's twisted mind led him down the wrong path, turning him into an evil and brutal criminal like the Red Skull, instead of being the admired superhero.

Soon, under the operation of the atomizer air pump, a continuous stream of diluted serum in mist form entered the experimental container and filled it.
As the mist entered the body of the spider through respiration, the behavior of the Black Widow spider started becoming abnormal.
Firstly, the originally calm spider became more active, constantly climbing and jumping inside the container, displaying great excitement.
Observing this, Mark immediately knew that the Super Soldier Serum had begun to take effect inside the spider's body.
He promptly pushed the gamma-ray generator, which had been prepared in advance, towards the transparent container and aligned its coverage with the entire container.
He then pressed the activation button.
In an instant, a large amount of gamma radiation was emitted and intensely irradiated the small spider inside the experimental container.
