There was an idea. To bring about a group of remarkable people. To see if we could become something more. So when they needed us, we could fight the battle's. That they never could. Ideas are bullet proof. But those ideas could easily end up in tragedy. Tragedy for the small guys. Guys who haven't been gifted with a super soldier serum. Not gifted with the powers of a god.
