In a city as big as New York, the response time could drop to under 5 minutes.

The over 30,000 official officers of the NYPD weren't just twiddling their thumbs.

If it were any other block, the New York police could indeed arrive within five minutes of receiving a call.

But Hell's Kitchen was an exception.

This was a high-crime area, home to more than a few gangs trying to make a living.
