Able to beat a C+ rank with a D is really a grand feat! Although he won because of his innovative Ability and tactics rather than strength, but wit is also part of one's strength!
During the leagues, no one will judge what Ability you use, only the end results matter. Either you win, or you lose. It is as simple as that!

"Steelix, Iron Tail!" Steelix's tail exudes metallic Black rays of light, and instantly moves toward Pikachu to attack with a frightening speed!
"Pika!" Without needing Ash's order, Pikachu evades the attack at a super fast speed. Just a split second after Pikachu dodged, a tail attack completely flattening the ground, creating a massive pit there!
The power of this move almost reached (A-)!!
"Pikachu's speed is just barely faster than Steelix, enough to dodge the attacks. Although Steelix is very high in Level, its size limits its speed!" Ash is already breeding an Onix, so he naturally knows the ins and outs of this Iron snake-type pokemon!
Thus Ash is using his brain to the full capacity thinking of the possible attack tactics that can be used, capitalizing on this speed advantage!
