6 The City Grows
For the next few days Max made the citizens in Reinhardt focus on collecting resources and he started focusing on recruiting new citizens for the city and this was going to be a very complicated task and thus would require his full attention.
5 days had passed since then
The first problem he faced was about how to get the citizens to agree to come to the city, after all for everyone else that was just the wilderness and who would go to the wilderness in the middle of nowhere just because someone told them to, although he could just command some citizens to go to the city that would be very terrible for their loyalty later in the future, after all, they would not be automatically loyal to him for one year like the citizens of the system.
The best method he could think of was just taking refugees that were not being allowed to enter Winterfell after all this was winter and every kingdom in the continent had food shortages, although it might be surprising since in the modern world there was no such thing as a food shortage and more people died of obesity than of starvation until the Columbian exchange and the green revolution, the world couldn't feed people that already existed.
Therefore it was very common in these times for poor people to just die in the streets or the kingdom to just expel its poor citizen outside the city so they wouldn't have to deal with them.
The only problem he could see was the fact that it would raise some suspicion, after all, how would a bastard son of the lord leading tens of citizens in the middle of the wilderness that never came back appear, it would be logical to get suspicious.
He thought about it a lot but he couldn't find a way to get around that, therefore he would just do it and deal with the consequences later.
It was noon and the people in the refugee camps were lying around since they had not eaten for a while and they all looked very pale and not even that sturdy.
At first, Max was shocked at this scene, since even though he was not born in luxury and seen poverty in his life but this was beyond even his wildest imaginations, this looked like hell on earth to him, clearly a lot of work would be needed in this world but slowly he started calming himself and approached a refugee, first he took out some black bread from his pocket and gave to that refugee, suddenly he felt like all eyes had turned on him, it seemed like everyone on that camp was ready to pounce on him at any minute likely the only thing keeping them at bay was the sword at his waist.
He was a little unnerved by this, thus he spoke fear not brothers for I am John Snow, and I have come here to give you a chance to earn food for yourself and your families, all you would need to do is follow me.
Many people were enticed by Max's word and were about to approach Max but some people in the camp had some ability to think left, and questioned "Why should we follow you, what do you want with us"
Max replied to the man that had asked this question "Do you think that I am trying to trick you, what do you even have that I would want, don't forget the winter has just started and soon there would be many more refugees here"
Even though none of the people wanted to agree with Max in their hearts they knew that this was true, after did they even have that was worth stealing, even their bodies were largely useless by now.
Therefore all of them agreed to Max.
Max told the people the location of the city and told the people to arrive there in two days and to carry them over till then he brought some food (10 pieces) that he gave to the refugees.

The next day he heard from one of the guards that the refugees were packing up camp and moving somewhere, though confused by their actions the guards did not bother to ask the refugees where they were going.
Max was alarmed by this, it seemed he had underestimated the refugees, they were remarkably efficient, thus he rushed to Reinhardt and started making preparation.
As soon as he arrived in Reinhardt he told Chanakya about the refugees that he had recruited, although he did not like him just rushing without a proper plan, he did not rebuke him, after all, he would himself take responsibility for what he had done, this experience would be crucial for him to grow. However subconsciously Chanakya had started to treat Max as king rather than a student.
First Max looked at the resources in the city-

Food -120 units
Gold-120 coins
There were originally 528 units of wood and Chanakya had 200 units of wood to completely fortify the city with fences along with two gates in the front and the side.
He also had put the archer towers on the construction just as Max had arrived, it was just about to be completed.
As soon as the archer tower was constructed an announcement sounded off in his head.
"Congratulations to the host for completing the training phase, the full system has been activated, the global market, alliance, and Raid system have also been unlocked. The information has been automatically updated in the advisor.
Note- The system has been fully unlocked this time please do not wait around thinking there will be another update. A request from the system to the host "
As the announcement finished, Max saw Chanakya coming towards him in a hurryas soon as he approached him, Chanakya started speaking
"There have been a lot of updates been made by the system, but there is a very important update that trumps them all, now we can build a barracks, therefore it is my recommendation that we start preparing for the refugees as fast as we can, since if I start telling all the information it would take several hours and we would be unprepared to receive the refugees tomorrow, I will explain all the information about the system after we have settled the refugees "
Max completely agreed with this, in fact he was about to suggest something familiar, but since even Chanakya agreed it was even better.
Thus, first he gave all the citizens the order to construct wooden houses, these houses were unlike the ones currently provided by the system but rather was just a simple house constructed of wood, this matched with the actual houses the commoner lived in, in this world.
As the houses were being built, he started the construction of the barracks, which was completed in 10 minutes.
After the barracks were completed, the systems holographic screen had an additional tab in it, which when Max clicked showed him the various option for soldiers available for him, currently, he was allowed to build only five infantry and five archers and each would cost him 1 food and 1 gold and would take 5 min per unit to build.
Max placed the order of five infantry and five archer.
But by the time they were done building, it was getting a little late so he decided to leave and let
Chanakya handle getting the soldiers familiarized with the environment.

The next day Max arrived in Reinhardt, and saw that the refugees had almost arrived, he rode in front of them and quickly arrived in the city.
As he arrived he saw two soldiers guarding the gate of the city center, this was new to him but ignoring it, he ran in and called out for Chanakya.
Chanakya cam out and greeted Max.
As Max told about the refugees coming, Chanakya told Max that he would gather all the soldiers and meet Max at the gates.

Refugees Perspective-
As the refugees were arriving near their destination, they saw some fences encompassing some area, they could see that in the front was a gate which was shut and in the left and right side of the fences were towers with archers inside them who were aiming their bows at them.
The refugees were surprised by the situation in front of them, they had expected some shabby huts or some tribal area but this looked like a proper settlement.
As they were walking someone yelled at them, "HALT OR WE WILL SHOOT"suddenly all of them immediately halted, then the gate in the fences and John Snow came towards them along with 11 men following him.

Max approached the refugees and said to them,
"These people behind me are the soldiers of this settlement, they will escort you inside the city in the houses and they will also distribute the food to you once we are inside. Today you have traveled far, thus rest for today your work will begin from tomorrow"
The refugees listened to the Max partly because of the threat of the soldiers and partly for the promise of the food. Thus, they followed the soldiers.
After settling the refugees and distributing them food Max allowed the refugees to rest and Max along with Chanakya went inside the city center.
As they sat in the table Max spoke " Now please start explaining all the new information from the update and thus Chanakya began telling Max all about the update"
