I think there is a chart that Rodan is hiding somewhere that shows human's power level assumption. You can ask him if he gets back.

For us monsters, we simply classify ourselves by how many skills we have in our arsenal. Three skills and you are classified as a F-class beast.

Don't worry, because once you change into hybrid, there is some kind of power radar available for you sponsored by your first skill seed. You can measure your own power and other people to an extent, depending on how powerful your first skill seed is. You just can't see it yet because you are still mortal. Weapon forms also include armors and accesory types like a helmet , rings, or bracelets. Black skill seeds only produce abilities in weapon form. Black skill seeds are intelligent forms of skill seeds. There are some reports in ancient times that black ones have the ability to think on their own.
