There were different beasts in this world, in case someone manages to defeat one of them fighting alone he can consider himself in one of the Levels. These beasts have a certain amount of Chakra that is classified between Lobo and God. In the case of humans someone in the wolf level can defeat even a beast in the Great Warrior level, but of what this is practically impossible by the lack of offensive power, there are people who have huge reserves of Chakra, but they don't know any jutsu that makes their Levels low, but it doesn't change their Classification.
The first classification is linked to the amount of chakra.
The second is lagged to the offensive power itself.
Of course, when we talk about Beasts the two walk together, because the beasts can naturally manipulate the chakra not needing combat techniques. From what Karou saw his chakra potential was between the Angel or Dragon level, but his strength should be below an Apprentice.
