Originally, only the League's public Day Care Centers could apply for breeding these Pokemon starter. However, being the Chief Pokémon Professor of Hoenn region, Professor Birch also had a recommendation quota.
Anyone recommended by Professor Birch, whether it's a League public Day Care Center or a private Day Care, they can qualify for the competition to obtain qualification to breeding these Pokemon starter.
Since Professor Birch doesn't have any familiar public Day Care Centers or private Day Care, he followed the suggestion of his friend Mr. Norman and decided to grant this recommendation quota to the YoYo Day Care.
"Alright, I understand. Thank you so much, Professor!" Yuga said gratefully over the phone.
"No need to thank me. If you want to express your gratitude, thank to Mr. Norman. Without him, I wouldn't have thought of giving this quota to you," Professor Birch replied.
The voice of Professor Birch came through the phone.
It has been several years since the League established new breeding project for Pokemon starter. If it weren't for his friend Mr. Norman's reminder, Professor Birch might have simply given up this recommendation quota.
Yuga sincerely said, "You can rest assured; I understand. I'll make sure to express my gratitude to Mr. Norman properly."
"This competition will be scheduled for the morning of April 30th, and it will be held at my research institute. You must remember to come on time. There will be participants from other Day Care Centers as well and they will all be your competitors. Whether you can win it depends on your own efforts," Professor Birch reminded Yuga.

According to Professor Birch, it's quite rare for private Day Care to successfully apply for the Pokemon starter Breeding Project.
There are many Pokemon starter breeding project that established by the Hoenn League, and most of them are official public Day Care Centers. There are currently only two private Day Care that have qualification to do Pokemon starter breeding project in the Hoenn region.
Moreover, these two private Day Care are not large-scale in operations because large-scale private Day Care have complicated relationships with the League. The League is reluctant to cooperate with them because they pose stiff competition for the official public Day Care Centers.
One of these Day Care was originally a Day Care specializing in Water-type Pokémon. However, after being designated as the League breeding project for Mudkip, they abandoned breeding other Water-types and focused solely on assisting the League in breeding Mudkip.
The other one is more like a family than an individual.
Initially, it couldn't even be considered a Day Care. But It's a piece of land owned by a family that happened to be an ideal place for breeding Grass-type Pokémon. Later, the owner of that land applied for the status of Day Care for breeding Trecko, and the family land later became the Day Care for breeding project of Trecko..
Once private Day Care become a Breeding project Pokemon starter, the League provides them with a certain number of breeding seeds. Besides that, they don't receive much additional support. This is unlike the public Day Care Centers where the League covers all the costs.
Moreover, during the breeding process, the League sends personnel to periodically check the progress of breeding seeds, and if any issues arise with the Pokémon, the owner of the Day Care will be held accountable by the League.
The advantage, however, is that after private Day Care deliver the required number of offspring to the League following the breeding of the starter Pokémon, they can handle the rest independently. This indirectly implies that private Day Care have the opportunity to sell the starter Pokémon.
While the League doesn't explicitly prohibit other private Day Care from selling starter Pokémon, the number of starter Pokémon is limited and their value is very high. The League strictly controls the starter Pokémon in their possession, making it rare for other Day Care to have a chance to sell them.
Becoming a Pokemon starter Breeding project is a once-in-a-lifetime opportunity!
All private Day Care in various regions that become Pokemon starter Breeding projects are highly regarded.
In the Hoenn region, Yuga's Ecopark has Grass-type Sceptile, Water-type Swampert, but it lacks the Fire-type Blaziken.

"This is a Porygon, a recently developed artificial Pokémon from a research institute in the Kanto region. It's said to be able to move freely within virtual networks. I heard that Professor Birch's lab received a few of them. If you have the chance, ask him if we can have one. With Porygon's help, my work in the future will be much more efficient."
