1 Heaven

The scenery was all beautiful, golden palaces left and right, a majestic Jade palace sitting right on the highest point, this place is the Heaven of Small gods.

Minor gods of different rules whose power is either not enough to elevate or they've completely given up on elevation. The Jade palace is meant for the strongest small god, no one has inheritance right and the leadership can change anytime, if a god has absorbed worship enough to challenge the current god king the he/she is free to do so but no god would dare to challenge the god king if they don't know the full extent of his power because the challenge only ends in the death of one them.

The current god king is the Small god of war, the strongest god king to ever get to the throne so no one dares to challenge him but of course, that still doesn't stop them from conspiring, the king answers directly to the Supreme one so they can't use their power to oppress the others. The god king being the god of war knows about this and those involved but without concrete evidence, the god king can only wait for the enemy to slip.
