22 Garo in DxD

So you guys know Garo, right? The anthology series detailing the escapades of the Makai Knights, mainly focusing on the Golden Knight, Garo. Weirdly, It's live action, but it also has two anime. Anyway, what if the Makai Knights and their organization were in DxD? Their mission would be changed from hunting Horrors to Stray Demons and Fallen Angels.

The Makai Armor would instead be Artificial Sacred Gears, created by capturing the souls of lesser Dragons and sealing them within weapons created with special materials. These in turn would be used to get stronger Dragon souls, and so on until the most powerful Armor, Garo, is finally created, using the soul of a Dragon King. They don't manage to get any further as the Heavenly Dragons were learning of their doings and they didn't wish to draw anymore attention. How did they manage to make Artificial Gears? Centuries upon centuries of non-stop research into various low-class Sacred Gears.

And the Makai Knights would be completely unaffiliated with Angels, Demons, or Fallen Angels. They would exist, in secret, solely for Humanity's sake.
