Peter listened to Ciel got down from the bed. Got changed and left to meet the third Hokage. On the way he chatted with Ciel. Ciel then dropped a huge bomb right in front the Hokage's office.

Peter then went inside the office and waited for some time. People who were there looked at him in mix feelings. Because he was so cute and beautiful, so people had hard time hating him as they did to Naruto, because he did not look like naruto at all, but some people though this was bewitching technique of the evil fox at work as well.

Peter somehow got permission to see the Hokage. Peter straight away went towards the topic and asked Hokage that he wants to build clan. He explained everything Ciel said to him and make the Manas: Themis look like a Dōjutsu Kekkai Genkai. He made it look he had Divine Judgment Eyes which can Judge people. He demonstrated to one of the prisoners who did evil stuff.

The prisoner was brought up to Peter. Then he used Ultimate Skill Manas: Themis and made the prisoner vanish. Then he told his sins and judged him by sending him towards eternal prison, until he redeems himself. He also showed that he can bring the person back, when he wants. Peter didn't tell other functions the skill had.

Hokage was very impressed and was very happy. He also was surprised by the three year old intelligence. Hokage then asked what will be his clan call. Peter replied by saying 'Tendō' which literally means Divine Justice.

Then Peter went into more serious business of talking about administration. He explained all his plans, which made the Hokage jaw drop at his intelligence. Peter then told he will be administrative adviser for him in exchange for few perks. Hokage hesitated a lot. But Peter was ready and he explained that he knew that he was Fourth Hokage's son and he has Nine Tail Fox inside him.

This news scared Hokage as to how the three year old figured that out. Peter told he overheard about him being the fox when he stealthy listened to people. This made Hokage so mad that he wanted to find out who was talking in day light about sensitive stuff and kill him. Peter also told how he met his father in his dreams, that he left a small spirit inside of him, before he died and he communicated. Which was total lie, but Hokage believed Peter. He didn't believe small child can think of an elaborate lie like that.

Peter asked for his inheritance and that he reminded that he will go by the new name Peter Tendō. So hokage doesn't need to worry about people finding out who is parents are and people will accept the demon fox because of his Kekkai Genkai.

Peter laid down all the cards and got his permission to create 'Tendō Clan', get his parents inheritance and let him be the Hokage's administrative advisor as well.

Peter didn't like how the administration worked in Konoha. He wanted better life. The few perks he got was increase in monthly allowance, having personal live in tutors, have his own clan estate and have a bodyguard. He also asked to make a marriage proposal for him with some women, namely Hinata, Kurenai, Ayame, Tsunade, Anko, and Ino.

Hokage asked why he wanted Tsunade as well, as she could be her grandmothers or mothers age. But for Peter age is a number. He soul is already over 40 years of age or even more if he considered he slept over millions of years in Long Live Summons Universe. But he just explained how he heard that Lady Tsunade was very beautiful and all. He also asked to ask other villages to make marriage alliances with him, like with Pakura, Mei Terumī, Samui and others as he heard about them. Especially Mei Terumī who was looking for a husband. Hokage was very impressed by his information networking. So he agreed to ask and see how it goes.

Peter was told that he will get his tutors when he is five years old. Until then Hokage forbid him from using any Chakra or his Dōjutsu Kekkai Genkai, Divine Judgment Eyes. Hokage was very happy to know there was a genius in the village with huge potential and new Kekkai Genkai user. He was worried about how to explain to others.
