Furthermore, as the main base of the Leviathan Palace, not just anyone could travel to the Leviathan Star as the security was extremely tight.

Unless one was a disciple or a member of the Leviathan Palace, one would need the permission of the Leviathan Palace to enter the Leviathan Star.
