इस कहानी के चार मुख्य किरदार हैं. हीरो चन्दर, प्रेमिका सुधा, और चंदर की दो और दीवानी बिनती और पम्मी. गुनाहों का देवता की पूरी कहानी इन्हीं किरदारों के इर्दगिर्द घूमती है. चन्दर यानी इस प्रेम कहानी का हीरो सुधा के प्रोफेसर पिता के प्रिय छात्रों में से एक है. इसी के चलते प्रोफेसर के घर वह किसी रोकटोक के आता-जाता रहता है.  इसी दौरान प्रोफेसर की बेटी सुधा कब उसे दिल दे बैठती है, पता ही नहीं चलता. साठ के दशक का यह प्रेम आज के प्रेम से बिल्कुल अलग था. यह कोई साधारण प्रेम नहीं था. इस प्रेम में तन के खिंचाव से ज्यादा मन का लगाव था. चन्दर सुधा का देवता था और सुधा ने हमेशा एक भक्त की तरह ही उसे सम्मान दिया था. चंदर सुधा से प्रेम तो करता था, लेकिन सुधा के पिता के उस पर किए गए अहसान ने उसे कुछ ऐसे घेरे रखा कि वह चाहते हुए भी कभी अपने मन की बात सुधा से नहीं कह पाया. सुधा की नजरों में वह देवता ही बने रहना चाहता था, और होता भी यही है. गुनाहों का देवता में सुधा से उसका नाता वैसे ही रहता है, जैसे एक देवता और भक्त का होता है. प्रेम को लेकर चंदर का द्वंद्व पूरे उपन्यास में इस कदर हावी है कि सुधा की शादी कहीं और हो जाती है, और अंत में वे पूरे जीवन दर्द भोगते हैं. पम्मी इस कहानी का त्रिकोण है. वह एक एंग्लोइंडियन लेडी है, जो तलाक के बाद चंदर की तरफ खिंचती है. उसे चंदर और सुधा के प्यार का पता है. एक बार वह कहती है, "शादी और तलाक के बाद मैं इसी नतीजे पर पहुँची हूँ कि चौदह बरस से चौंतीस बरस तक लड़कियों को बहुत शासन में रखना चाहिए...इसलिए कि इस उम्र में लड़कियाँ बहुत नादान होती हैं...जो कोई भी चार मीठी बातें करता है, तो लड़कियाँ समझती हैं कि इससे ज्यादा प्यार उन्हें कोई नहीं करता... इस उम्र में जो कोई भी ऐरा-गैरा उनके संसर्ग में आ जाता है, उसे वे प्यार का देवता समझने लगती हैं और नतीजा यह होता है कि वे ऐसे जाल में फँस जाती हैं कि जिंदगी भर उससे छुटकारा नहीं मिलता." धर्मवीर भारती ने अपने उपन्यास में पम्मी और चंदर के संबंधों की गहराई से बताते हुए थोड़ा सेक्सुअल टच तो दिया है, पर वल्गैरिटी कहीं नहीं रखी. उसमें सिहरन है, रोमांच व रोमांस है, पर उत्तेजना नहीं. एक जगह चंदर जब पम्मी को छुता है, तो उसके अनुभव के बहाने धर्मवीर भारती आदमियों को लेकर औरतों की समझ का बयान यों करते हैं. "औरत अपने प्रति आने वाले प्यार और आकर्षण को समझने में चाहे एक बार भूल कर जाये, लेकिन वह अपने प्रति आने वाली उदासी और उपेक्षा को पहचानने में कभी भूल नहीं करती। वह होठों पर होठों के स्पर्शों के गूढ़तम अर्थ समझ सकती है, वह आपके स्पर्श में आपकी नसों से चलती हुई भावना पहचान सकती है, वह आपके वक्ष से सिर टिकाकर आपके दिल की धड़कनों की भाषा समझ सकती है, यदि उसे थोड़ा-सा भी अनुभव है और आप उसके हाथ पर हाथ रखते हैं तो स्पर्श की अनुभूति से ही जान जाएगी कि आप उससे कोई प्रश्न कर रहे हैं, कोई याचना कर रहे हैं, सान्त्वना दे रहे हैं या सान्त्वना माँग रहे हैं। क्षमा माँग रहे हैं या क्षमा दे रहे हैं, प्यार का प्रारम्भ कर रहे हैं या समाप्त कर रहे हैं। स्वागत कर रहे हैं या विदा दे रहे हैं। यह पुलक का स्पर्श है या उदासी का चाव और नशे का स्पर्श है या खिन्नता और बेमानी का।" एक जगह वह कहते हैं, शरीर की प्यास भी उतनी ही पवित्र और स्वाभाविक है जितनी आत्मा की पूजा. आत्मा की पूजा और शरीर की प्यास दोनों अभिन्न हैं. चंदर की जिंदगी में सुधा व पम्मी साथ ही बिनती भी आई होती है. वह उसकी जीवन साथी भी बनती है. पर उसे पता होता है कि सुधा व पम्मी से टूट चुका चंदर उसे मिला है...इस उपन्यास की आखिरी लाइनें हैं... "सितारे टूट चुके थे. तूफान खत्म हो चुका था. नाव किनारे पर आकर लग गयी थी- मल्लाह को चुपचाप रुपये देकर बिनती का हाथ थामकर चन्दर ठोस धरती पर उतर पड़ा...मुर्दा चाँदनी में दोनों छायाएँ मिलती-जुलती हुई चल दीं. गंगा की लहरों में बहता हुआ राख का साँप टूट-फूटकर बिखर चुका था और नदी फिर उसी तरह बहने लगी थी जैसे कभी कुछ हुआ ही न हो.
