Becoming a Hero, Just to Scare Villains

Timeo Craft has an obsession. He loves to scare others, putting fear in people's hearts, traumatising them just for fun. In a society with supernatural powers being the norm, he also has the perfect ability to scare the sh*t out of anyone he likes. However, the use of abilities require permits from the government which are highly regulated. Using abilities in public without a good reason (not even for a good prank), can lead to repercussions. Timeo thinks to himself, 'Why not just become a hero to legally traumatise villains? It's not like people care about what happens to villains anyways.' Thus he will earn infamy worldwide, earning himself the name 'Messenger of the Abyss'. Even the worst villains will have to think twice before committing a crime.
