The Great Xia Dynasty's administrative division roughly followed the structure of provinces, states, prefectures, counties, and villages. Their Empire was divided into 24 provinces, and each province was divided into many states. The large cities in each state were called prefectures, and below them were the county cities and villages… Although there were some administrative divisions with other names mixed in, each city scale was roughly the same.

The area where Zhou Jing and the others were currently located was the Jing State in the Lu River Province. The state capital was called the An Lin Prefecture, and it was rich and prosperous.
