This meant they couldn't ensure that every laboratory was thoroughly searched, they could only manage to search about 90%, leaving 10% unexplored.

Noah decided to give these unsearched laboratories to the 'True God Sect' and 'Black Rose', there's no need to say much about Black Rose. Although the True God Sect was not directly under his control, it wasn't much different, being somewhat part of his own forces.

Moreover, the 'True God Sect' was also his 'experimental field', so giving them some benefits was justifiable. It's better to give them away than to let other survivors scavenge them for free.
