But first let me ask you a qustion what is telekinese ? It is basically techniqui in which person controlling Ki of his surrounding to move certain object as seen with Chiaotzu when he control Krillen when krillen vs tein fight was going on but telekinesis requir strong and trained mind to control Ki of surrounding thus it is very hard techniqui to master with great efficiency . For Hit timeskip attack i come with theory that he creat a doom with his telekinesis power where he can control movement of every particle within it now suppose he control ki surrounding him or his opponent inn such a way that he slows the movement of his opponent or increaseing his movement by removing drag force or resistence force which act upon him such that his speed increse tremendiously but he keep saying that he is skipping time .

I don't know for sure but i can sure pull that of with telekinese if i have more than 1000 year of practice where in can creat a dome where i can remove drag force or resistence force acting on me by air ,gravity and other partical through moving them away from me or removing there effect on me thus i come with theory where he remove resistance force acting on him so that he can literary skiptime .
