Aggrieved Menace

An empire, of great illustriousness and extreme prosperity, is expanding its already greatly exaggerated borders. The difficulty is only in that the similarly vast empire that it wishes to take over are is of the most difficult, begrudging, and fierce that they've ever fought. To deal with subjugation of even the regular people they take, they use a unique method of takeover, subjugation via antagonization. To give a target is to make an opportunity to quell those who bite, and so they send in those deranged men who've no use other than to fight and let them run wild.
