14 PRT Interlude

"The contents of this meeting is highly classified. Under no any circumstances should the contents of this meeting be disclosed without the approval of the board of directors." Chief Director Costa-Brown said behind her screen.

"What is this meeting about, then?" Director Armstrong asked.

"We will get to that shortly. But first, Dragon, your report." Chief Director nodded to someone off-screen before the display changed into a dark haired girl with no definable ethnicity.

"Thank you Chief Director." The girl known as Dragon said. "The files inside the folders in front of you is the compiled information about the Parahuman we named as 'Phantom'".

Director Piggot frowned as she opened the folder. Inside was the picture of a young girl, about 12-14 years of age with silver hair and violet eyes wearing a white Victorian dress.

"She was first seen being accompanied by Citrine, one of Accord's Ambassadors before vanishing without a trace. Three days later and my cameras inside the Birdcage caught her having tea with Glaistig Uaine. The contents of their conversation is unknown but the thinkers have hypothesized that Phantom tried to recruit the Faerie Queen."

A round of murmurs broke around the seated Directors.

"Why is this relevant?" Director Tagg said impatiently. "A no name cape we haven't heard of before? Just brand her has a villain and be done with it."

"Because," Chief Director said slowly, "She apparently has the ability to move in and out of the Birdcage."

Another round of murmurs, this time it's much more louder.

"Moving on," Chief Director said, silencing the other people in the room. "Four days later and Accord's men was busy propagating this poster."

A picture of a stylized concentric circles within a larger circle and layered with strange scripts, with the words 'A wish for the right price price' was written in stylized cursive.

"The Thinkers believe that Accord is distributing this flyers at the behest of Phantom. As for why, we don't know."

"Two days later and there is a large amounts of discharge from the hospital, many of which are patients with critical conditions, who apparently, was healed miraculously. Questioning has yielded that the patients, or close relatives of the patient, has the said flyer in their possession."

"As such, the Thinkers have seen fit to place the ratings of Mover-10, Stranger-3, Striker-10, and Thinker-3."

"Aren't the ratings too high?" Director Armstrong asked.

"Director Armstrong, the ratings are justified." Dragon answered.

"Mover-10 due to her unknown means of moving in and out of the Birdcage, which is I remind you, teleportation and portal proof. Stranger-3 because the our Thinkers cannot perceive her directly. Striker-10 due to her apparent healing ability. And Thinker-3 is tentative, due to the fact that her movement seemed to throw our tails off track."

"As such, I advise all of you not to needlessly antagonize Phantom and try to recruit her to the Wards if ever you encounter them. That is all." Chief Director said before the screen turned off.
