Eventually the council decided that they would be testing young dragons. If they could maintain their transformation, they could go to whichever school they wanted. However, if they couldn't they'd be stuck going to a supernatural school.

"Yes, but how long will it take you to finish the school, get all the right human certifications, and find enough children to make the school worth building?" A middle-aged woman spoke, greying hair framing her face.

"We can just have Angel forge the certification. Right? And we'll have to allow the whole supernatural community a chance to join the school. That way we have a big enough pool of students and teachers to choose from." The speaker looked old, deep wrinkles around his face becoming more pronounced as his mouth moved.

Shelly couldn't take it anymore. "There's also the lesson planning, curriculum, extra curriculars, teaching positions, the building needs to be created, and you have to find someone to oversee it all."

"Well it was Mrs. Caperd's idea to begin with, wasn't it? I vote she's in charge." The old man tried to shove it all on Shelly.

"Sorry I'm late. Can you catch me up to speed?" A lanky man walked in, his black hair falling into his eyes as he pulled a chair out and sat next to Shelly.

"Jeb, thank goodness. Sorry for calling you in so late." Shelly whispered.

"No worries Shell, I'm just worried that you're in a hole I won't be able to dig you out."

As the council filled him in, Jeb smiled. Something that scared most of the elders.

"First off, just because she had an idea to fix YOUR problem, doesn't mean it's her job to see the project through." He looked at the old man. "Joshua, this is a big idea, anyone that votes for keeping immature dragons out of human schools, and for the creation of a supernatural school should also be stuck with helping create the school. You can't expect Shelly to be able to do it all on her own."

He was about to continue when the door opened again, and John walked in. "He's right, you vote for it, you work for it. I'm tired of the council overriding my opinion, and then dumping the work on my family. Starting today, if someone votes for something to happen, they have to put time, effort, and money into it."

"John you can't make that a rule! It would keep people from voting for things they think are beneficial." Joshua was irate.

"And? Do you want my job? You can have it if you do."

"You agreed to deal with all this when you became head!"

"No, I was forced to deal with all this when you all made me become head, because you didn't want to have to deal with it." John looked each member of the council in the eye. "If anyone dislikes what I say, you're more than welcome to become head. I'll step down."

When no one came forward he sat down opposite of Shelly and Jeb. "Since there are no takers. Let's discuss who would oversee what, if this motion gets passed."

"I think Shelly should be principal." The middle-aged woman said rather abruptly.

"Erica, why do you think that?" Shelly looked at the woman for a few seconds waiting for an answer.

"Because you're the only council member aside from Jeb who's gone to a human school for a degree. Sure, we've all gone to what they call high school, but you two are the only ones that have gone further than that. I'd say maybe Jeb, but he's not great with kids. Whereas you're amazing with them. Plus, you're good at administration type jobs. Jeb not so much…"

"Shelly?" John looked at his wife. Wondering what she wanted to do.

"I think it would be interesting to be principal. But I really don't want to be in charge of getting the building put up, hiring all the teachers, getting students to attend, etc. I'll help get the basic curriculum set up, but you need to help with getting people who are able to teach it." She looked pointedly at Joshua.

Ignoring the pointed stare, he was getting from Shelly. Joshua looked at the table before speaking. "I can probably find a few people that would be willing and capable of teaching classes. I think for the most part we're going to have to find humans that know about us and are willing to come teach at a specialized school."

John nodded. "That's a good idea. There are quite a few humans registered either because they accidentally saw or married a supernatural. Shelly do you have an idea of what classes will be taught?"

Shelly nodded slowly in response. "Off the top of my head the basics are math, history, English, and science. We'd have to add a class on how to interact with humans. We could also have classes where adults volunteer to lead a class one day about how to control your transformation. How to use your power etc."

"I think we need a full-time class on how to control your powers, it could also be the class in which you're taught to control your transformation." Erica interjected. "We would only need one teacher for it, since the basics are all the same. There might be some children that need special instruction, but that could wait until we're all set up."

"Erica, would you work as the vice-principal?" Shelly asked smiling at the other woman.

"Sure, though it would come second to my duties as clan doctor."

"Wonderful, now who'd be building the school? Remember we also have to pay someone who can use magic, since the building needs magical and regular protection." John was scanning the room for takers.

"I can take care of that." Jeb put his elbows on the table. "As long as the clan funds the project I have just the people in mind to come help build this. It's going to cost quite a bit of money though."

"As long as you stay within a budget of…" John trailed off as he glanced at the year's finances for the clan. "Stay within ninety-nine mil it should be fine. Alright, that's the proposed budget, and plan of action. We'll have to hammer out the finer details, but that can wait until after this is passed. Let's vote."
