The Chief

"What's happening?" Gordon inquired.

"A significant event that will impact the entirety of Gotham City," Jack responded. "Our plan is to position you as the chief of the Gotham Police Department, and this matter will significantly aid your candidacy. I want you to come here alone to discuss how to handle it for maximum benefit."

"City wide implications?" The more Gordon listened, the more alarmed he became. Without waiting for Jack to finish, he stood up and left.

"Yes..." Jack reached the bottom floor, surveyed the area, and headed to the only room with a faint sound. "I'm confident that if their actions aren't halted, they'll pose a threat to the entire Gotham City."

"What are they doing?" Gordon got into his car, asking as he started it.

"It's time to ask them directly." Jack kicked the door open.

The loud noise stunned the group of people working inside, diverting their attention towards the source of the sound.

The space was vast and towering, more fittingly called a factory than a room. It was an evident renovation, later developed and excavated.

No factory would expose water pipes transporting water to the outside.

The distance from the ground to the ceiling had expanded to nearly ten meters. The door Jack kicked open was halfway up, requiring him to descend a staircase to reach the ground of the factory.

Steel barrels were scattered around, and holes had been drilled into the water pipes. Before Jack's arrival, they had been pouring liquid from the steel barrels into the water flow.

Now, everything was frozen.

The gangsters were bewildered.

Where was Klein?

Who was this unfamiliar man?

"What are you doing?" Gordon heard the commotion and harbored a sense of foreboding.

What was that sound, like a door being kicked?

"Don't worry," Jack assured Gordon over the phone, confidently observing Klein's immobilized men below. With a cold gaze, he prepared to take action while keeping his phone in one hand and the other in his trouser pocket.

As the tension mounted, a figure resembling a small boss among Klein's men finally regained his composure and shouted to catch Jack. Despite the obvious disconnect between this person and their cause, the urgency in his voice betrayed the concern for their operation's secrecy.

Gordon, hearing the chaos on the other end of the phone, realized something was amiss. Jack, cutting short the conversation, asserted that he was clearing the area and hung up abruptly.

Puzzled and anxious, Gordon attempted to call back, but the line remained silent. Frustrated, he tossed the phone onto the seat and accelerated towards Arkham. Despite his concern, Gordon refrained from calling for additional assistance.

It wasn't a lack of concern for Jack's safety but rather Gordon's growing confidence in Jack's abilities. Jack's recent demonstrations, infiltrating gang-controlled territories and effortlessly neutralizing multiple adversaries, had left Gordon unwavering in his belief that Jack could handle the situation.

Gordon's anxiety stemmed from the potential consequences if Jack resorted to lethal force. He hoped Jack's actions would not inadvertently lead to fatalities among those involved, complicating matters further. The unfolding events added a layer of suspense and concern, as Gordon raced to Arkham to witness the aftermath of Jack's intervention.

Meanwhile, Jack calmly faced the gangsters, their submachine guns aimed at him, and sauntered towards them with an air of nonchalance.

In a seamless sequence, he effortlessly executed each assailant, rendering the confrontation devoid of any suspense.

Concerned about the unfolding situation, Gordon urgently queried over the phone, "What's happening? Have you taken care of everyone?"

While Gordon was still en route to Arkham, Jack had efficiently dealt with the gangsters in mere seconds, not allowing them even a single shot. 

"Why do you always assume I'm killing people? Do I look like someone who enjoys it?" Jack retorted with a hint of exasperation. "No, I just incapacitated them all. No need to worry."
