Ok, so we're kinda sorta getting somewhere?. I'll try to organize this from what the things I remember and understand. The planet Azure mission is the one connected to Gu Zhengrong and the pseudo-domain masters. While Xiaotao was found on the list of that lab ( the same lab where Gu Zhengrong took hold of Xiao Yiqiu's body), he doesn't belong to that organization. It was a collaboration with two different groups. Someone inside the military is working with these organizations that are collaborating. This reminds me of the Me'ir Fa arc, where we found out an information about Huang Yaobin, a person in charge of the Sons of God project in which the individual would become domain realm masters or pseudo-God class mecha operators as adults (Chapter 1028 if you're interested). If you're also interested, the Empire? ( They kept saying that word) is the one that published the research on children of God class operator unable to reach God-class operator level. In any case, this guy got invited to Me'ir Fa, and by right he shouldn't be able to leave. The magic Ace Mecha clan ( Liu Furong's clan) was the one who escorted him, leading to the discovery of the mine. There we also found out Gu Zhengrong was connected and treated well with the casino people. And someone inside the military handed out info on the flying dragons Chaoran and Ningyu to. The assasination attempt mentioned, there are two: One the betrayal of Ling Yi's father when Ling Lan was 6, ( The Empire was involved, [again that word "Empire" was used] in this one. I don't know about the second assasination ). Another when Ling lan was 13 during the Grand armed melee in grade 7. Both assasination attemps involved federation soldiers who took the mission without knowing the details. There's more details...it's a lot of things that I don't even know how to organize it.
