3 Wishes

Walt Gibney is reincarnated back on earth but with 3 wishes and a new job. But even though this is earth it turns out there's a twist. There are magical creatures all around, and it's dead in the center of the multiverse. Meaning all types of beings from anime, comics, shows, novels, light novels, etc. come all the time. And Walt's job is to grant anyone who fulfills a task for him any 3 wishes. What will happen if Light Yagami gets 3 wishes, and beats Near? What will happen if Vegeta was the strongest instead?
