The creation of a device to beam Light Waves into the cosmos while minimizing harm to the environment would be necessary.

The device would be an Augmented/Virtual Reality Communication Device.

It would be necessary to encode Light Waves with image capture functionalities that allow them to map their surroundings and beam back Realtime Images of their surroundings to Earth.

To achieve this, the Light Rays must be able to travel bidirectionally, in other words, the concepts of reflection and refraction would be necessary.

We know that the Earth's Moon possesses the capacity to reflect Sunlight so this must be true with other forms of Light.

Moons can then be used as Transit Points to beam back images from outer space to the Earth for the purposes of reconstruction of the image. Visual communication can now occur through communication devices via Light.

Sound Waves(Speech) can be sped up and synced to the movement of Light Waves to allow us to communicate at Light Speed as well.

Syncing Devices for the syncing of Sound to Light Waves, the speeding up of Sound Waves to match Light Waves and the readjustment of Speed to allow the message to be interpreted in normal time would also be necessary to allow Realtime Communication via Virtual/Augmented Reality Devices.

IMPLICATION

It is now possible for Virtual Reality Devices to bridge the distance that was considered unreachable by conventional means.

It becomes possible to explore deep space with Custom Avatars that travel through Light Rays at immense speeds and thus achieve Light Speed Travel.

We can map deeper space and create routes into other Star Systems via Planets and Moons that can potentially sustain Life and can be Terraformed into Transit Stations.

Reflective Planets (Planets with Icy/Watery Surfaces) can reflect beamed Light back to Earth for Realtime reconstruction of the image via Image Capture Devices.
