Talks of Something Big

--- 6 months after Jason's confrontation with Batman ---

Rose sat at a table in the middle of a dimly lit room. Behind her were Knockout and Velocity since she was representing Edgerunners at this important meeting. She had the power to override anything Jason had decided beforehand if she chose to do so.

Sitting at the same table were all the other big players in various fields and areas in the superhuman community.

To Rose's right was Icon who sat in the seat that represented the Justice League and many other superhero teams that were affiliated with them.

To Rose's left was Talia. Since she had taken command of the League of Shadows and had taken her father by surprise with the help of Edgerunners, she had the largest assassin organization in the world.

The last person was the one sitting across from Rose, Lex Luthor. Officially, he was the CEO of LexCorp while unofficially, Lex was the leader of the Injustice League which was where all the major supervillains formed connections with one another.

The 4 were there to discuss Edgerunner's rapid expansion and the effects it had on them. It had created a large power gap and chaos all over.

Of the three other groups, only Talia had truly benefitted. Jason had first outfitted the League of Shadows with cybernetics and weapons in order to assist in their fight against Ra's. Because of these upgrades, Talia was able to deal with her issues pretty easily.

This led to an official alliance between both organizations instead of just between Talia and her former students.

For the Justice League, they had a headache on their minds, Because of the recent increase in cybernetics all over, there had been a large increase in crime. The criminals were also more dangerous since it was hard to tell exactly what they were dealing with, which caused the deaths of many civilians as the heroes tried to catch them or stop them before they could commit crimes.

The Injustice Society also had its hands full. Because there were so many people getting military-grade cybernetics, they were comparable to D or C-Tier villains. This led to an influx of people trying to become members by either taking out current members or committing crimes to prove themselves.

Crimes that caused meaningless chaos. Many weren't trying to gain money or steal a serum for a reason or kill someone for a greater purpose. Just crimes because they had the power to do so.

Lex had to deal with 3 assassination attempts on his own life by people that wanted to lead the Crime Syndicate and his inbox being flooded by applicants sending in videos of pictures of gruesome crimes they had committed.

"So," Rose started. "You guys are having some issues."

"That would be an understatement. Crime around the world has increased by 317% in the past 6 months. The United States has had nearly a 1500% increase," Icon immediately began laying out the facts and what the issue was

"Several of my 'friends' have had to kill at least 100 people in the past few months because they are getting reckless," Luthor added on

"You mean fellow supervillains."

"Tomato, To-Joker. Doesn't matter."

"I think it does."

"Aren't you a lawyer, Freeman? Shouldn't you care about the facts of the case and not the person's background when crimes are committed against them?"

"And aren't you supposed to be a businessman, Luthor? Shouldn't you be acting logically instead of based on emotions like you do around Superman?"

Talia looked at the two squabbling with a smirk. They were still focused on poking jabs at each other when the main problem was still in front of them.

Rose also didn't feel like listening to the duo. She had other things to do.

"Can you guys get to the main point? I have 13 mercenary squads on missions that need monitoring."

This drew Icon and Lex back to the topic at hand.

"Of course. Stop with the cybernetics," Luthor declared

"At least temporarily for the public. We have no issues with you doing them with organizations you are contracted to or with your own people but by allowing them out in the public, you are creating a very dangerous situation that the world is not sure how to control."

"And what are you willing to offer them?" Talia questioned. "They are making money and none of their core members are having trouble. Everything they are doing is above the board. So why should they stop their..."

"It's fine, Talia. We will take a 6-month suspension on all cybernetic surgeries for the general public in exchange for 17.3 billion dollars" 3 times the amount they estimated making during this period because of those surgeries.

Rose was more than willing to stop the cybernetics for now. They were expanding much faster than their initial assessment and were drawing too much attention. If they kept proceeding as they were, then they would force the Legion of Doom and Justice League into taking action, even if the action would be illegal.

If she was able to make some profit off of them at the same time, Rose had no issues with stopping the surgeries.

They had a monopoly on the market at the moment. Jason had added something to the Neuralware Processors which kept others from being able to copy them so there was no worry that during their hiatus, others would be able to overtake them.

Icon and Lex whispered with one another for a few minutes to discuss, not if they were going to accept but how they were going to split the bill. In the end, Lex's side would provide 10 billion while the Justice League would provide the remaining amount.

When everything was agreed on, the 4 heads left the table. But 3 of them returned with another 2 seats added.

3 more individuals joined. Vandal Savage, Queen Bee, and Klarion sat at the seat which caused the entire room to be covered in pure white light.

"Welcome. Fellow members of the Light," Vandal greeted the others
