I agree with you on the acting part, it was very underwhelming. Though as for punishment a prison would do. Though I dont exactly know where the players respaun after death. It could be a timeout zone for like a real week or I dont know make it impossible to kill themselves as well. So kind of like a temporary ban. Also the author can take some inspiration from legendary mechanic and build a competitive environment for the players based on profit where they will fined it more disadvantageous to not follow rules. Although that would be on much smaller scale
I do think he is not taking his interaction with players seriously. I mean, even if he sets some rules for players in his faction , he can't decide the punishment. All a player loses is either some levels or some items. And he should know he is not very cunning at manipulating and controlling players. He said he would buy himself some time by acting as an NPC, and all he could do in this time is clear a dungeon, which he can do even if he doesn't do his NPC act. And the best solution to his problem was to remain in hiding for like 5–6 months, at which point players' numbers would decrease and he could move more freely.
