He could use a part of the Hand to infiltrate the various organizations, country, corporation all around the world, make an information and spy network, a part of them to join the avengers like how Shield will join, this way he'll get spies that can watch over the lower taskforce and report back to him anytime and lastly use a part of it as his personal anbu taskforce. That's all I can think of right now 👍🏻
