I would say Honkai energy would be more "potent", as Honkai energy also improves the physique of its users and can break natural laws more easily than Mana. Mana I would say because it is more neutral than Honkai, and because spell creation is complicated and all the world restrictions that exist in Fate make it more difficult to manipulate, but to compensate Mana has conceptual effects that would be difficult or impossible to achieve with Honkai energy. And author-san just remembering only mages from the Age of Gods can use Mana from the air/atmosphere, modern mages produce their own mana (Od) inside their bodies to charge their magecraft.
