You can make him choose fame which will lead to punishment and then rely on public opinion and demonstration to avoid it. One stone, two birds.

I'd pick publish it and then rip them to shreds in the court of public opinion. Punishing a person, a teenager no less, for saving their kidnapped loved ones, a little kid, would be just absolutely ripe for picking that government apart in court (provided its not a dictatorship or anything like that).
