does lufy have his devil fruit yet? if not then he should not have the hat yet either as it was after he got his powers, saved by shanks (who lost his arm in the process somehow which is really fucing wierd because he is a freaking yonko), and then left behind when shanks and his crew ultimately leave the village that luffy gets the hat.
