"Round two's the last one! You, examinees, will venture into the ruins as bystanders and prove your worth when it comes to rescuing innocent victims."
"You will not act as ordinary civilians, but as those who have hypothetically earned their provisional hero licenses. You're being tested on how well you respond in rescue situations."
The announcement was made as the commentator started explaining the rules.
"Terrorists have launched a massive attack! There's wide-scale destruction throughout the city. Buildings are collapsing, and people are hurt! With most of the roads out of commission, rescue and relief squads have a hard time reaching the scene! Until they arrive, it's up to you heroes to take charge and rescue civilians."
As the four walls of where the examinees were collapsed once more, the commentator exclaimed, "Save every life you can!! Start!"
"I see...so the actual license consists of saving people with an actual, proper procedure. I can't just whisk them away without checking their condition?" Shido muttered as he saw how the 'victims' were screaming out the heroes' mistakes.
Well, it was mostly UA's heroes were being screamed at.
"When it comes to this stuff...my kids might be lagging behind." Aizawa stated without any trace of shame present in his voice before looking at Shido, "Maybe because someone here doesn't actually know the drills of saving someone."
Aizawa continued to explain to Shido, "It's more than just the literal rescue and evacuation. Licensed heroes are also supposed to fill in for fire brigade and police officers until they arrive. They keep everything running smoothly until other professionals can take over. Heroes have to perform all sorts of tasks to rescue people."
"I see..." Shido muttered as he learned something new today. Shido had rescued people before, of course, but it mostly consisted of snatching away hostages and victims and stuffing them into his shadow realm before releasing them in a safe place.
Shido thought for a bit more before eventually shrugging, "My face alone is popular. Kids stop crying when they see my cute and handsome face, while adults calm down immediately after hearing my music. If they're severely hurt, I just heal them on the spot. So why do I need to do all those boring things? Even All Might doesn't do much. He just says, 'Do not fear! For I am here!' and everyone would just calm down."
Aizawa heard his words and reasoning and was stunned. Whatever he said was valid for him, and he truly did not need any training.
In the case of a flood? Freeze the entire flood.
In the case of a Tsunami? Freeze the entire tsunami.
In the case of a fire? Bring rain over to extinguish the fire.
In the case of a massive earthquake? Transform all the buildings into something soft so that it would not hurt anybody.
In the case of mass panic? Play some music, and everybody would calm down.
Why would Shido ever need training?
Even in the case of hostages or victims at multiple sites, Shido could have his clones to spread out and search the entire area all by himself.
Perhaps there was more that he could do, but this was what Shido had revealed so far.
No matter how much Aizawa tried to think, he couldn't find a scenario that Shido could not do a single thing.
Seeing the speechless Aizawa, Shido felt a sense of pride. He was basically a one-man army that could literally do anything.
"Fine. You win..." Aizawa admitted defeat in the face of this anomaly in front of him.
"Haha, don't look so down, Aizawa-sensei, Fukukado-sensei. Even I can't be at every single incident points in one time." Shido tried to comfort the two depressed teachers. He had expected Aizawa to become sadder since he was basically always gloomy either way.
But Emi? Her quirk was Outburst, and if she was sad, she was really genuinely depressed.
"You say that, but if you really want to do so, you would have found a way to do so."
"Hahahaha..." Shido just laughed. He did not agree nor disagree with that statement. Theoretically, he could do that, but it would take a lot of effort on his part to make that come true. However, if he were to do that, then what's the point of having other heroes if he was just going to be the one to do all of their jobs for them?
Anyways, after that small episode of depression for the two older teachers, they soon got back their original attitude after complaining that life wasn't always fair.
"Anyways, don't you think this is too easy for them?" Shido wondered as he saw a hundred heroes running around trying their best to save people. The most iconic save he saw was Inasa's wind, which helped remove all the rubble safely away from the injured victims.
Shido thought that he was indeed the most talented first-year he had ever seen. Inasa was sorting people and rubble by shape and size using countless separate airstreams. Shido was incredibly sensitive to airflow, a passive sense of sorts from having Rafael.
He could tell that Inasa had an unbelievably delicate control, but he shook his head slightly. If he does it like this, it might only make some of the victims' injuries worse. Of course, if he had a quirk that could heal like Shido, it would be a different story.
"You think this is easy? Unlike you, whose quirk is so versatile, they each only have one quirk specialising in something." Aizawa rolled his eyes and replied, "They have to work with others and try to rescue each victim accordingly without fail."
At his words, Shido pointed towards the wall opposite of them and stated, "But I think that they agreed with me that this current test is too easy for them."
"What do y-"
BOOOOM!!
Before Aizawa could finish, a loud explosion could be heard, and more bombs exploded all around the city.
The smoke soon cleared and revealed a pro hero, Gang Orca and his sidekicks, the current number 10 hero on the Hero Billboard Chart JP.
"The villains have shown up, and they're on the move! You, as hero candidates on the scene, will suppress the villain incursion...all while continuing the rescue operation." The commentator yelled out, ignoring all the protests and complaints of the hero candidates.
"A scenario that would give even the pros some trouble...all this for provisional licenses...?" Aizawa questioned the sudden appearance of Gang Orca, but his facial expression didn't even budge an inch.
On the other hand, Emi stood up in shock as she leaned as far over the railings as she could without falling off.
"Gang Orca...! You gotta be kidding me..."
"Joke's on you, then..."
Both Emi and Shido turned towards Aizawa and looked at him with disbelief.
"Did the ever gloomy Eraserhead just make a joke?" Shido asked Emi with incredulity present in his voice.
Emi seemed surprised for a moment before attempting to jump on Aizawa, "Wow! You finally made a joke!! Is it time for us to get married?!"
Of course, Aizawa wasn't going to have Emi jump on him, so taking a step sideways, he dodged Emi's jump.
"Aww...are you shy now?" Emi giggled as she poked his shoulders like a maiden in love would do.
Aizawa looked at them with dead eyes and did not reply to any of their questions. Instead, he asked one of his own, "How would they be calculating their scores anyway?"
"And you're asking us because you think we know?" Emi raised an eyebrow and asked.
"No. I'm asking Shido here because the information he has might include this as well."
"Changing the topic, are we? But I'll reply nevertheless." Shido was about to continue his teasing against Aizawa but stopped when he saw the glare, "So in this part of the test, each examinee gets a set number of points from the start. Rather than a test that usually adds points, this test follows deducts points instead.
For the rescuing efforts, HUC is responsible for judging and deducting points. However, beyond that, when it comes to maximising quirk efficacy via positioning and stuff like that, the job goes to someone else."
Shido pointed at some of the agents wearing black suits, black ties, black shoes, black sunglasses, and black headphones, located all over the audience stand.
Shido continued, "They are the public commission members, each equipped with scoring manuals and comprehensive data on the one hundred examinees. There are a hundred of them, so it's one agent per kid."
Just as he said this, Gang Orca suddenly launched an ultrasonic attack at one of the heroes and paralyzed the poor student. Gang Orca's place of attack was near the evacuation center where the victims are all gathered.
Shoto and Inasa had both shown up, displaying their specialty quirks, fire and wind, respectively.
However, somethings had obviously gone wrong between the two of them.
"What a heated turn of events they've decided to go with!!" Even at this juncture, the commentator didn't forget to do his job flawlessly.
Fire and wind would usually go together in any other circumstances since the wind would help make the fire bigger and stronger, while the heat would make the wind rise, creating convection currents that help boost the fire even more.
This cycle would continue to happen, and the villain facing against this combo would eventually be taken down quickly.
However, that would only work if both heroes cooperated flawlessly and used their quirks together.
Inasa tried to attack the villains with his wind while Shoto tried to use his flames against the nearby villains. However, Shoto's flames' heat made Inasa's wind rise rather than combine them, while Inasa's wind blew Shoto's flames away from the target.
Shido sighed at this sight while Aizawa glared at both of them.
"Infighting in front of villains? Todoroki is going to need more discipline."
Shoto and Inasa then continued bickering. Shido couldn't hear what they were bickering about, but he had a rough idea.
Before the entrance exam even started, Shido had already taken note of Inasa's appearance. After all, it's not every day he could see such an energetic and shaven guy.
Inasa went around talking to everybody he saw, and that included Shoto.
However, their first meeting was not very friendly. Being the emotional guy he was, Shoto got very annoyed at Inasa's consistent talking before eventually shutting him up with his ice.
Inasa didn't take his attack very lightly and decided not to take the entrance exam since, as a future hero, he didn't want to fight another hero, no matter how hateful the other party was.
Now at the provisional hero license exam, the exact same problem came up. Gang Orca didn't wait for them to finish their argument, and his sidekicks immediately splattered cement all over them and paralyzed them with Gang Orca's ultrasonic attack.
Seeing that both of them couldn't battle anymore, Gang Orca wanted to leave to disturb the other heroes.
There was one hero on Orca's left and one on his right. Gang Orca was about to walk between the two fallen heroes when he was suddenly engulfed in a tremendous flaming tornado.
Aizawa's gaze softened a little at the sight of those two heroes working together.
Shido was a little happy that those two put aside their differences for the sake of defeating the villain but wasn't too pleased with their initial argument. If those two didn't argue in the first place and started working together from the get-go, they wouldn't even be in this situation in the first place.
A villain wasn't going to wait for them to settle down their differences peacefully before starting their attack. If those two had met some vicious criminals who wouldn't hesitate to kill, such as Stain, they would have lost their lives right there and then if Orca really wanted to.
"Both of them are going to fail just because of this showcase." Shido commented.
"Yes. No matter how strong both of their quirks are or how well they fared with rescuing, the moment they fought within themselves in front of the enemy, they automatically fail as a hero." Aizawa replied.
