In " The Three-Body Problem ", the Three-Body Man did not directly issue a safety statement to the universe. In the novel, the Three-Body Civilization protected its existence through the "Dark Forest Law" and believed that civilizations in the universe were part of the "Dark Forest" and should maintain distance and vigilance against each other. Therefore, they felt that there was no need to issue a safety statement to the universe. However, in reality, we can't be sure if the Trisola really exists or if their civilization has reached a level where they can ignore the existence of other civilizations. Therefore, we can't tell if the Three-Body Man knows how to make a safety statement to the universe.
